Infrastructure was created and necessary templates and certificates established. Certificates are functioning and available for issuance for Authentication and Digital Signature

Replaced the unsecure practice of password login to Certificate based login

Certificates issued to cards for authentication or Signatures are managed through out their lifecycle in the CMS system
